在当今的外贸环境中，合规已成为企业核心竞争力的重要组成部分。海关总署近年来不断优化“主动披露”制度，为企业提供了自我纠错的容错机制；而“后续稽查”作为海关监管的末端闭环，是保障贸易秩序、验证合规真实性的关键手段。这两项制度，一个是企业合规的“安全阀”，一个是海关监管的“校准器”，共同构成了“企业自律+海关监管”的良性互动。

In the current international trade environment, compliance has become an important component of a company’s core competitiveness. The General Administration of Customs has continuously optimized the “voluntary disclosure” system in recent years, providing enterprises with a mechanism of self-correction and error tolerance. Meanwhile, “post-clearance audit” serves as the final closed loop of customs supervision and is a key measure to ensure trade order and verify the authenticity of compliance. These two systems, one being the “safety valve” for enterprise compliance and the other being the “calibrator” for customs supervision, jointly form a virtuous interaction of “enterprise self-discipline + customs supervision”.

本次研讨会旨在深入剖析两项制度的最新政策动态与衔接逻辑。聚焦企业最为关心的几个实务痛点：

• 如何有效利用主动披露政策降低合规风险？
• 稽查过程中如何把握沟通边界？
• 面临海关后续稽查时，企业的应对策略及建议
